Who Cares? Policy Options for Domestic Work in the Context of the Care Economy
The International Labour Organization (ILO), in collaboration with the Issam Fares Institute for Public Policy and International Affairs at the American University of Beirut (AUB), is launching a report entitled “Intertwined: A Study of Employers of Migrant Domestic Workers in Lebanon”. The study focuses on employers of migrant domestic workers and reveals that the employer wields a great degree of power in determining the living and working conditions of a migrant domestic worker. The inequities are created in part by a normative framework in Lebanon heavily dominated by a sponsorship system, known as Kafala. The study reveals why employers restrict workers’ freedom of movement, the frequency of fulfilling their obligation in timely payment of wages, and their perception about the sponsorship system. The design, data collection, data analysis and report writing was undertaken by Sawsan Abdulrahim, Associate Professor, and Zeinab Cherri, Research Assistant at the Faculty of Health Sciences at AUB.
Sawsan Abdulrahim is Associate Professor at the Faculty of Health Sciences at AUB. She has a PhD (2005) in Health Behavior and Health Education – University of Michigan, School of Public Health, Ann Arbor, USA and an MPH (1996) in Epidemiology – San Diego State University, Graduate School of Public Health, USA. Her research interests include social inequalities, gender, aging, and health; the health of refugees and low-wage migrant workers; and subjective evaluations of health.
