Even though BDL’s most recent circular has put a $10,000\/year limit on international transactions for school fees<\/a> (including tuition, rent, etc.), it seems Jihad El Arab is exempted.

A close friend of the Hariri family, Jihad El Arab owns one of the state’s largest private contracting companies and overtakes the majority of government projects like building landfills and repairing Salim Slem bridge.
In other words, he gets paid from YOUR tax money, and apparently he’s been putting them to good use.
