These decrees had allowed private companies to seize and commercialize large chunks of public beachfront, violating the law and with no public interest in mind.<\/p>    <p><\/p>    <p>This reversal is being seen as a major step forward in reclaiming Lebanon\u2019s coastal public property and putting an end to years of unchecked privatization. It also signals a shift toward protecting the country&#8217;s natural resources and pushing back against decades of illegal exploitation that followed the civil war.<\/p>    <p><\/p>    <p>Credit goes to Prime Minister Najib Mikati\u2019s successor, Prime Minister Nawaf Salam, and Public Works Minister Fayez Rasamni, for taking this bold step.<\/p>    <p><\/p>    <h3 class=\"wp-block-heading\" id=\"h-what-were-these-decrees\">What were these decrees?<\/h3>   <iframe title=\"Embedded Instagram Post\" allowtransparency=\"true\" allowfullscreen=\"true\" frameborder=\"0\" height=\"532\" data-src=\"https:\/\/www.instagram.com\/p\/DIGtaH7tCwj\/embed\/\" scrolling=\"no\" style=\"background: white; max-width: 540px; width: calc(100% - 2px); border-radius: 3px; border: 1px solid rgb(219, 219, 219); box-shadow: none; display: block; margin: 12px 0px 12px !important; min-width: 326px; padding: 0px;\"><\/iframe>   <p><\/p>    <p><\/p>    <p>According to <a href=\"https:\/\/legal-agenda.com\/%d8%a7%d9%86%d8%aa%d8%b5%d8%a7%d8%b1%d9%8c-%d8%ab%d9%85%d9%8a%d9%86-%d9%81%d9%8a-%d9%82%d8%b6%d9%8a%d8%a9-%d8%a7%d9%84%d8%a3%d9%85%d9%84%d8%a7%d9%83-%d8%a7%d9%84%d8%b9%d8%a7%d9%85%d9%91%d8%a9-%d8%a7\/\" target=\"_blank\" rel=\"noreferrer noopener\">Legal Agenda<\/a>, the three decrees handed over nearly <strong>150,000 square meters<\/strong> of Lebanon\u2019s public coastline to private hands:<\/p>    <ul class=\"wp-block-list\"> <li><strong>Decree 14331 (Al-Bahsas)<\/strong> granted Palma Resort over 76,000 m\u00b2 of the coast under the guise of a law meant to regulate wartime violations. But the violations in question actually occurred in 2011-2012, decades after the war ended.<\/li>    <li><strong>Decree 14379 (Zouk Bhannine, Akkar)<\/strong> gave members of the Dabbousi family rights to more than 53,000 m\u00b2 to build a private port\u2014likely for oil shipping\u2014without even clarifying its exact purpose. This was done with no input from Lebanon\u2019s top urban planning body and came with suspicious land acquisitions to link the site to the main road.<\/li>    <li><strong>Decree 14620 (Qlayleh, Sour)<\/strong> handed over 14,560 m\u00b2 of coastline to a company that no longer exists. The land is in a zone designated for agriculture, and again, this went against the advice of urban planning authorities.<\/li> <\/ul>    <h3 class=\"wp-block-heading\" id=\"h-who-challenged-them\">Who challenged them?<\/h3>   <iframe title=\"Embedded Instagram Post\" allowtransparency=\"true\" allowfullscreen=\"true\" frameborder=\"0\" height=\"532\" data-src=\"https:\/\/www.instagram.com\/p\/DHJxgvEtISF\/embed\/\" scrolling=\"no\" style=\"background: white; max-width: 540px; width: calc(100% - 2px); border-radius: 3px; border: 1px solid rgb(219, 219, 219); box-shadow: none; display: block; margin: 12px 0px 12px !important; min-width: 326px; padding: 0px;\"><\/iframe>   <p><\/p>    <p>A group of environmental organizations including <em>Green Line<\/em> <em>Association<\/em>, <em>Green Southerners<\/em>, and <em>Legal Agenda<\/em> all took legal action to challenge the decrees. Legal Agenda also published detailed legal analyses outlining how the decrees violated Lebanese laws.<\/p>    <p><\/p>    <p>In response to the pressure, the government confirmed that it had asked for a full legal review of the decrees, ultimately leading to their cancellation.<\/p>    <p><\/p>    <p><\/p>    <h3 class=\"wp-block-heading\" id=\"h-why-does-it-matter\">Why does it matter?<\/h3>    <p>This move is being hailed as a rare and important win for Lebanon\u2019s public space.
