The backstory is this: during World War II, Britain feared that the Germans would drop gas bombs and promptly issued millions of mandatory gas masks to the citizens.
The masks had to be carried at all times and promptly worn if there was a drill. Even if you were playing double-dutch with your best pals Elizabeth and Mary.
Today in Lebanon, you see a similar view. So everyone dress your best because you never know when you’ll end up in a history book! Maybe your spoiled and probably alien-esque decedents will be checking you out in a few hundred years.
